Brief Description:
The course offers candidates an overview of South African public sector procurement, with a special focus and emphasis on procurement for construction and engineering projects and programmes. The course also offers candidates valuable skills with regard to planning, implementation and management of construction and engineering projects in accordance with the requirements of the Construction Industry Development Board Act (CIDB Act No. 38 of 2000). 

Candidates are taken through legislation and policies governing and impacting on construction procurement in South Africa. The course also enables candidates to understand the various procurement strategies and principles, based on local and international perspectives. Candidates are also trained in such a manner that they are able to prepare procurement documents in accordance with the CIDB Standard For Uniformity in construction procurement documentation, including preparing tender data (including tender adverts, tender data and returnable schedules), contract data (including forms of offer and acceptance, pricing instructions, schedule of activities and also preparation of specifications).

The course also enables candidates to solicit tender offers, evaluate and adjudicate tender offers in accordance with the CIDB Register of Contractors (RoC) and the Register of Projects (RoP).

Learning Outcomes:
Legislative requirements
o Apply Legislative requirements governing supply chain management
o Comply with the required ethical standards applied in public sector supply chain management

SCM powers and functions
o Delegation of supply chain management powers and functions
o Understanding of the roles and responsibilities of the various supply chain management committees

Procurement documents for construction and engineering projects
o Develop and evaluate a supply chain management policy for the organization
o Prepare construction and engineering documents that meet the requirements of the CIDB Standard for Uniformity in construction procurement documentation 
o Develop various types of contractual arrangements and operational frameworks for Public Private Partnerships
o Manage risks in supply chain management

Solicitation of tender offers
o Solicit tender offers in accordance with the CIDB Register of Contractors (RoC) and Register of Projects (RoP)
 
Evaluation of tender offers
o Evaluate tender offers from tenderers in accordance with the CIDB prescripts

Implementation and management of infrastructure projects
o Implement and manage construction and engineering projects in accordance with the CIDB Act.

Day One:  SCM Overview
o Procurement framework in South Africa
o Legislative framework
o Role and mandate of the Construction Industry Development Board
o Public procurement systems / The South African procurement systems 
o Candidates will be issued with a Syndicate Assignment topic

Day Two: Strategies and Principles
o Construction procurement
o CIDB Register of Contractors (RoC) and Register of Projects (RoP) 
o Targeted procurement
o Delivery management

Day  Three: SCM Documentation and Implementation  
o Formatting of construction and engineering documents
o Standard conditions of tender
o CIDB procurement processes
o Implementation of construction register service through procurement
o Presentation of the Syndicate Assignment
o Candidates will be issued with an Individual Assignment Topic

Entry Requirements:
Matric plus 3 year tertiary qualification, i.e. National Diploma or Degree, or proof of relevant experience
